In a pot, add enough water, ginger, green onions, lemongrass, salt and rice wine. Bring the water to a boil. Place the chicken into the pot and then reduce the heat to low. Cover and simmer for about 30 minutes until the chicken is cooked through.

Take out the chicken from the pot. Submerge it into a large bowl filled with ice-cold water. Once cooled, pat the chicken dry with paper towels and rub the chicken with a little sesame oil to give it a nice gloss.

In a separate pot, heat vegetable oil over medium heat. Add minced garlic, sauté until fragrant. Add jasmine rice to the pot and stir-fry for a couple of minutes. Add 2 cups of chicken broth and salt to the pot. Bring it to a boil, then lower the heat and simmer, covered, for approximately 30 minutes until the rice is fully cooked.

While the rice is cooking, prepare the sauce by combining all the sauce ingredients in a small bowl. Stir well until the sugar dissolves.

Slice the chicken into serving pieces. Serve the rice on a plate, placing the chicken slices on top of the rice. Garnish with cucumber slices and cilantro. Serve the sauce in a separate bowl as a dipping sauce for the chicken and rice.
