Instructions

Clean the mussels by scrubbing them under cold water and removing any beards or debris. Discard any dead mussels. Remove one side of the mussel shell and keep the other side intact.

Heat the vegetable oil in a skillet over medium heat. Add the minced garlic and stir-fry until fragrant. Add the black bean sauce and sliced red chili pepper to the skillet. Stir-fry for 30 seconds to release their flavors. Pour the black bean sauce mixture into a small bowl.

In the small bowl, mix together the black bean sauce mixture, oyster sauce, fish sauce, and sugar. Stir well to combine.

Place the mussels in a heatproof dish, and top with sauce mixture.

Add enough water to the steamer, bring it to a boil over medium-high heat, then steam the mussels for 5 minutes. Remove and sprinkle with chopped green onions.
Recipe Notes
Make sure to discard any mussels that are cracked or have broken shells before cooking. Also, be cautious not to overcook the mussels as they can become tough and rubbery.
